Kosovo: Zurück zum Völkerrecht
Beratung der Beschlussempfehlung und des Berichts des Auswärtigen Ausschusses (3. Ausschuss) zu dem Antrag der Bundesregierung Fortsetzung der deutschen Beteiligung an der internationalen Sicherheitspräsenz in Kosovo auf der Grundlage der Resolution 1244 (1999) des Sicherheitsrates der Vereinten Nationen vom 10. Juni 1999 und des Militärisch-Technischen Abkommens zwischen der internationalen Sicherheitspräsenz (KFOR) und den Regierungen der Bundesrepublik Jugoslawien (jetzt: Republik Serbien) und der Republik Serbien vom 9. Verehrter Herr Präsident! Meine Damen und Herren! Laut dem Antrag der Bundesregierung leistet der NATO-Einsatz KFOR Folgendes – ich zitiere aus dem Antrag -: „Unterstützung zur Entwicklung eines stabilen, demokratischen, multiethnischen … Kosovo“. Dafür beantragen Sie auch für das nächste Stationierungsjahr rund 45 Millionen Euro.
Allein: Die Bundeswehr steht schon seit 16 Jahren im Kosovo, und keines der von Ihnen vorgegebenen Ziele wurde auch nur annähernd erreicht, meine Damen und Herren; im Gegenteil: Die gesamte Regierung besteht aus ehemaligen UCK-Kadern. Im Schatten der Bundeswehrpanzer im Jahr 2015 agiert diese Terrororganisation UCK erneut und überzieht die Nachbarstaaten wie Mazedonien mit Terror. Ihr Rückzugsgebiet ist das Kosovo. So erhielten die in Mazedonien in einem Gefecht mit Sicherheitskräften getöteten UCKler in Pristina erst kürzlich ein Heldenbegräbnis auf dem Friedhof der Märtyrer unter Anwesenheit höchster Kader dieser nationalistischen Truppe.
Muss es Ihnen nicht zu denken geben, meine Damen und Herren, dass das Kosovo zu der Region in Europa geworden ist, aus der mittlerweile die meisten Kämpfer für die Terrorbanden des „Islamischen Staats im Irak und in Syrien“ rekrutiert werden – und das unter den Augen der NATO und Ihrer Bundeswehr? Ich finde, Deutschland darf nicht weiter großalbanischen Nationalismus der UCK und Terrorzentren wie das Kosovo unterstützen, die die Gewalt in die Region und in den Nahen Osten tragen.

Das Kosovo ist das Armenhaus Europas. Die Menschen stimmen dort mit ihren Füßen gegen ein zutiefst korruptes System ab. Gerade die Minderheiten der Roma und der Serben haben die Region zu Hunderttausenden verlassen. Auch deshalb ist Ihre Bilanz hier einfach nur niederschmetternd.

Auch in puncto Völkerrecht ist Ihre Performance schlicht negativ. Der ehemalige Bundeskanzler Schröder aus der SPD erklärte erst letztes Jahr,

dass es sich beim Jugoslawien-Krieg um einen Völkerrechtsbruch auch der Bundesregierung gehandelt hat. „Die Bombardierung Jugoslawiens war völkerrechtswidrig“, sagte der ehemalige Bundeskanzler Schröder.

Ich frage Sie: Welche Konsequenzen haben Sie eigentlich aus dieser Aussage gezogen? Die Bundeswehr steht im Kosovo in der Folge dieses Völkerrechtsbruchs, und sie hat wie die deutsche Außenpolitik dort nie eine neutrale Rolle eingenommen.

Ich finde, wir brauchen keine deutschen Soldaten auf dem Balkan, die Partei ergreifen und Völkerrechtsbrüche militärisch absichern. Wir brauchen eine Rückkehr zum Völkerrecht; denn nur dies kann die Basis für ein friedliches Zusammenleben in Europa sein.

In diesem Zusammenhang ist auch bemerkenswert, dass sich der Entschließungsantrag der Grünen von dem Antrag der Bundesregierung unterscheidet; er fordert noch schärfer Völkerrechtsbrüche. Jene EU-Mitgliedstaaten, die das Kosovo bzw. die einseitige Unabhängigkeitserklärung des Kosovo nicht anerkannt haben und im Rahmen des Völkerrechts geblieben sind, sollen diesen Völkerrechtsbruch gleich der Bundesregierung anerkennen. Während Sie alle hier Russland wegen der Krim Völkerrechtsbruch vorwerfen und deshalb sanktionieren, verlangen Sie von Zypern, Rumänien, Spanien, Griechenland und der Slowakei, Ihren Völkerrechtsbruch sozusagen anzuerkennen und ihm zu folgen. Das ist pure Heuchelei, meine Damen und Herren.

Doppelte Standards, deutsche Machtpolitik und die Heiligung von Völkerrechtsbrüchen schaffen keinen dauerhaften Frieden in Europa. Wir sagen: Wir müssen zurück zum Völkerrecht und zu der friedlichen Außenpolitik Willy Brandts, sodass niemals wieder Krieg von deutschem Boden ausgeht.

Mr President, ladies and gentlemen, according to the Federal Government’s motion, NATO’s KFOR mission does the following, and I quote: „Supporting the development of a stable, democratic, multi-ethnic … Kosovo“. You are asking for around 45 million euros so that the mission can continue for another year.
The Federal Armed Forces have been deployed in Kosovo for 16 years, ladies and gentlemen, and have not come close to achieving any of the objectives set out in the motion. On the contrary: Kosovo’s entire government consists of former KLA cadres. In 2015, in the shadow of the Bundeswehr’s tanks, the KLA – a terrorist organisation – resumed operations and is now terrorising neighbouring countries such as Macedonia. Kosovo is the KLA’s safe haven. KLA militants who were killed in a battle with security forces in Macedonia were recently given a hero’s funeral at the Martyrs‘ Cemetery in Pristina, which was attended by the nationalist organisation’s elite.
Ladies and gentlemen, the fact that Kosovo is the European region that now provides the largest number of recruits to the terrorist militias of the Islamic State in Iraq and Syria should surely give you pause for thought, especially since this is happening right under NATO’s and the Bundeswehr’s noses. I believe that Germany should not continue to support the KLA’s pan-Albanian nationalism and hotbeds of terrorism such as Kosovo, which spread violence across the region and the Middle East.

Kosovo is the poorhouse of Europe. Its people are voting with their feet against an utterly corrupt system. Hundreds of thousands of members of Kosovo’s ethnic minorities, especially Serbs and Roma, have left the region. That’s yet another indicator of your lamentable performance.

When it comes to international law, too, your track record is entirely negative. Former Federal Chancellor Gerhard Schröder from the SPD said only last year

that the German Government’s action during the war in Yugoslavia violated international law. The former Chancellor stated that „the bombing of Yugoslavia was a breach of international law“.

Let me ask you this: what lessons have you learned from his comment? Germany’s Federal Armed Forces are deployed in Kosovo as a consequence of this breach of international law, and they have never played a neutral role. The same can be said of German foreign policy.

In my view, we do not need German troops in the Balkans, taking sides and providing military safeguards for breaches of international law. We need a return to international law. That is the only viable basis for peaceful coexistence in Europe.

It is also noteworthy, in this context, that the motion for a resolution tabled by the Greens differs from the Federal Government’s motion in one key respect: it calls for even more drastic breaches of international law. It urges all the EU Member States which have not recognised Kosovo and its unilateral declaration of independence, and which have thus upheld international law, to follow the Federal Government’s lead and recognise this breach. You all accuse Russia of violating international law in Crimea and you impose sanctions, and yet you are calling on Cyprus, Romania, Spain, Greece and Slovakia to follow suit and recognise, in effect, your own violation of international law. This is utter hypocrisy, ladies and gentlemen.

Double standards, German power politics and the sanctification of breaches of international law will not bring lasting peace to Europe. This is our message: we need a return to international law and Willy Brandt’s peaceful foreign policy, so that no more wars start in Germany.
